Has it always been possible to come in more than 10 seconds after 1st place (even though the timer counts down from 10?)

Well I'm assuming that there's a delay between the packet telling that somebody has finished has been sent and received on other people's screens?

Either way, it doesn't change too much. RP in this game is utterly useless once you're past the L1 licence requirement.
