I don't know what it gives.
Probably just some kind of advantage in item mode.
I've seen a couple of people with it though.

To those of you wondering, yes, you do get it from the jack-o-larnern quest.

I've got 3 more to go, so I don't know the stats yet...but that's you you attain it.

They spawn randomly during the game. You don't know where they are. When you pass over them, you get them.

Or bumping into a wall resulting in a semi drift :P
